About Lutengano

Dr. Mwinuka is an Agricultural Trade Economist. He is holding PhD in Agricultural Economics from SUA, Master of International Trade (UDSM), Master of Science in Agricultural Economics and a Bachelor Science in Agricultural Economics and Agribusiness both from SUA. He has worked with numerous research institutions within and outside Tanzania, holding different titles, including being Tanzanian Young Professional – 2010 of Forum for Agricultural Research in Africa (FARA) and 2011/12 International Food Policy Research Institute (IFPRI) country collaborator for Tanzania Food Policy Capacity study. Mwinuka has an extensive knowledge and experience in carrying out researches and consultancies activities particularly in areas of agri-food value chains upgrading, economics of innovation/new technology, productivity and Trade. Dr. Mwinuka is hard working with a professional attitude, motivated by success, team leader, and team player, punctual and computer literate. He has enough exposure and has attended many national and international conferences. At the University of Dodoma (UDOM), Dr. Mwinuka is serving as Head of Business Support Services within the UDOM Innovation Spaces and Incubation Centre (UDOISIC), Desk Officer for the Association of African Universities (AAU) and a member of the Department of Economics and Statistics at the School of Business Studies and Economics.

Dr. Mwinuka has been involved in the development of the upgrading strategies, inventory and database for the Trans-SEC Project. He was serving as Research Assistant and local team member of Monitoring African Food and Agricultural Policies (MAFAP) Project which was a collaborative implemented project between Food and Agriculture Organization of the United Nations (FAO), Ministry of Agriculture, Food Security and Cooperatives (MAFC) and Economic and Social Research Foundation (ESRF). He led the study for establishing country Strategic Analysis and Knowledge Support System (SAKSS) supported by ReSAKSS/IFPRI. Mwinuka was also working as trainer and consultant through PEML-MIVARF. He was served as Agricultural Consultant and updated crosscutting issues for Tanzania Diagnostic Trade Integration Study (DTIS) supported by World Bank and World Trade Organization (WTO). Dr. Mwinuka is the founding researcher of the Tanzania Agri-Food Value Chain Actors Directory (TaCAD) project which was supported by research grant under the UDOM 10th anniversary commemoration.

Dr. Mwinuka developed and reviewed 2017-2020 strategic plans for Tanga Dairy Cooperative Union (TDCU) and Nronga Women Dairy Cooperative Society (NWDCS) through Strengthening Farmer Organizations in Africa Program (SFOAP) implemented by Tanzania Federation of Cooperatives (TFC). Recently, Dr. Mwinuka led Mwanzo Project evaluation of World Vision Tanzania, two parallel assessments of fertilizer bulk procurement system (BPS) and Nzagamba government operations supported by Agricultural Council of Tanzania (ACT). He was a lead consultant for developing a strategic plan for strengthening Tanzania CAADP Focal Unit supported by AGRA through Agricultural Non-State Actors Forum (ANSAF). In 2021/22, he also led final evaluation of three (3) agri-food value chain related SWISSAID projects, a baseline survey of Rokolto in various regions of Tanzania, mid-term review of UDOM rolling Strategic Plan and To Certification and Beyond: Market Access for Sustainable Coffee, Horticulture and Tea from Tanzania Project of Solidaridad East & Central Africa.
